Executive Summary

Weed and Seed
The Weed and Seed Initiative is a five-year strategy to "weed" out crime and drug trafficking in Weed & Seed target neighborhoods, and then to "seed" that area with programs for youth, families, and seniors. By working with various local agencies that range from Federal, State and local government entities, private organizations, businesses, and community groups, we are making a difference in communities across the nation!

Stakeholders within the communities comprise the steering committee which decides the direction of the Weed & Seed Initiative. Understanding the importance of empowering residents, all residents are strongly encouraged to hold leadership positions on the three steering committees to help implement the goals and objectives of the strategy.

Weed and Seed is foremost a strategy-rather than a grant program-that aims to prevent, control, and reduce violent crime, drug abuse, and gang activity in designated high-crime neighborhoods across the country. The strategy involves a two-pronged approach: law enforcement agencies and prosecutors cooperate in "weeding out" violent criminals and drug abusers, and public agencies and community-based private organizations collaborate to "seed" much-needed human services, including prevention, intervention, treatment, and neighborhood restoration programs. A community-oriented policing component bridges the weeding and seeding elements.

Our mission is to unite area residents, law enforcement organizations, civic, community and other organizations and to promote the strategic plan, programs, goals, objectives and milestones of our Weed and Seed Strategy; to encourage members to render services that are beneficial to the purpose of our community, and to cooperate with other organizations performing similar services of benefit within our community.

Central Fresno Weed and Seed Strengthening Communities
The central focus of Weed & Seed is to build collaborations with community stakeholders, residents, for and non-profit organizations, federal, state, and local government. One of Weed & Seed's major objectives is creating opportunities to sustain the program after funding is concluded, and this coincides with Weed & Seed's mission. Three focal points for Weed & Seed Sites are Collaboration, Coordination, and Cooperation. With the lack of funding throughout the city and nation Weed & Seed's model of bringing partners together to tap into viable resources that are not being maximized by area residents and stakeholders alike lends to the concept of Collaboration, Coordination, and Cooperation.
Central Fresno Weed and Seed Program Management
The Strategy has two major components: Weeding and Seeding. Weeding consist of removing all negative elements out of the community. We work primarily with law enforcement agencies that handle this portion of the strategy. We have developed and sustained relationships with the Fresno Police Department, Fresno County Sheriff, Drug Enforcement Agency, and California Department of Justice. The seeding side of the strategy focuses on working with agencies addressing the needs of the community through Neighborhood Revitalization, Community Policing, Workforce Development, and prevention, intervention and treatment. These agencies range from city government partners, local non-profit organizations, for-profit partners, financial institutions, and various additional partners that have a stake in the targeted area.
